The Peking correspondent of tho “'New York Times” states that tho Consortium lias refused to make an advance to China under the proposed reorganisation loan. It is understood that a .Japanese group has been negotiating such a loan, but Tokio has not approved. Tim /‘New York Times” states that acv.oj. ding to advices from Tokio, Baron Kato expressed tho opinion that miles a rihantung is excluded from tho Consortium, the international group will outain economic priority rights in Snantung. Ho added that according to tho Anglo-Japanese Alliance and nonsep,unite peace agreement in 1915, Japan should have bad a position on tno Council of Five, but the Peace Conlerenoo did not permit this. .
