WASHINGTON, October 2. Major-General Graves, referring to an article published against the American Vladivostock embargo on the shipment, of 1400 rifles intended for the use of the All Russian Government at Omsk, declares that owing to the autiAniencaiusm of the Cossacks, ho is inclined to recommend that the United States should render no further assistance to Russia.
