THE VICTORY LOAN.

The Government has decided to extend for a fortnight tho time for making applications in connection with the Victory Loan. This is a proper course to take, but it should be backed up by some more positive action. The Government has advertised the prospectus freely, but it might very well go further and give more information. For instance, it might authorise tho publication of progress reports, showing what subscriptions have been received. The spirit of emulation should be cultivated. There is plenty of money in the country, the investment is a gilt-edged one, and tho terms are reasonably liberal- The prevailing lethargy in regard to the loan should be dispelled. The war has been won, but the Victory Loan is just as essentially a war loan as any of its predecessors. The Government, in its appeal for subscriptions, has not realised the value of good publicity work of a bright, informative and spectacular character.
