NEW YORK, September 23. ; The.“ New York Times” says there is a Cabinet dispute with reference to the confiscated enemy vessels. The Ministry; of Communications established a shipping , company to operate the vessels, the profits going, to the Ministry in charge of the navy to pay off debts/ and to_ carry on repairs to airships. The Ministry of Communications recently , chartered the vessels to another company without informing the Minister for the Navy, who consequently tendered his resignation.
