Already ruthless cutting down has begun.” “ The Times ” declares that the British Empire is an association, of States, whose highways are ocean highways. The Navy’s peace problems involve sea power in the Pacific and the development of _ the dominions’ naval forces,' which'it is inadvisable to discuss pending-Lord- Jellicoe’s report- The destruction of the German fleet does pot end all for the Navy,
