Cable Association, (Received September 3, 9 a.m.) PARIS, September Mr Hoover states that tbehigh « s t of living is largely due to intense speculation by food dealers in America and elsewhere, who are cornering foodstuffs in order to make large profits owing to anticipated demands from Germany, Austria, Hungary and other European Rowers. Large stocks accumulated in European ports are now in. danger of spoiling owing to the inability of the potential purchasers to obtain credit.
