The Premier of the new North-west Russian State and other leaders of Rustnan constitutionalists are conferring at Htockhoim. They have formulated plana r-m lll joint attack on Petrograd. Grand Duke Nicholas will shortly arrive, but his share in the pending operations is not disclosed.

A PITEOUS APPEAL. Reuter’s Telegrams. (Received August 22, 12.5 p.m.) ARCHANGEL, August 20. Another piteous appeal has been issued by representatives of the Entente population in Northern Russia, to Allied democracies, not to leave them to the mercy of the Bolsheviks, In the name of justice and humanity, and for the sake of sanctity of human life the appeal urges that the Allied troops shall not be withdrawn and the population thereby left to massacre, sturvation and ruin. The appeal concludes; “ ue ask you to hear this cry of despair and pain.”

BLOCKADE OF THE BOLSHEVIKS. (Received August 22. 12-5 p.m.) PARIS, August 20. In reference to the Supreme Council’s pipposal to economically isolate Bolshe- \ vik Russia, the Council’s power of actop® is limited, because the United States does not recognise a state of between the Entente and Russia, and refuses to join the blockade or to render help against the Bolsheviks.
