(Received August 24, 1.35 p.m.) NEW YORK, August 22The “ Now York Times,’'' commenting on the British offensive, slates that Sir Douglas Haig’s new offensive is plainly a counterpart of his late brilliant drive further south. Tho new drive began in a fog, and what has been accomplished is not yet fully reported. _ General Sir Jnfian Byng is moving with characteristic speed in the direction of Bapanme. Marshal'Focli's plan, evidently, is to keep the Germans moving and not allow them to select winter quarters. Tho “Now York Tribune” says (that General Byng lias had a chance to come back at the Germans. He was unable to repeat his first day's snc : cess at Cambrai, but nevertheless lie shook the German lino at a critical point, making it more than ever likely to be a German retreat.
