AN UNCOMPROMISING NOTE

Cable' Association, (Received August 23, 9 a.m.) LONDON, August 22The “Daily Telegraph’s” Madrid correspondent states that Spain’s Note to Germany is in careful language, but uncompromising. It points out that 20 per cent of Spain’s mercantile fleet Jins been sunk, over a hundred crews perished, and in addition a large number were left mercilessly to sink or swim. Spain meanwhile maintains the strictest neutrality. '(A cablegram received from Madrid °n _ August 18, said:—Madrid has notified Germany of Spain’s intention to confiscate German tonnage now taking refuge in Spanish ports to an extent corresponding to ih o tonnage sunk by submarines.)
