THE KAISER RETIRES.
MENTAL EXHAUSTION.
Ludsnciorff in Supi'cmo Command.
United Service. (Received April 11, 5.50 a.m.) BERNE. April 10. It is reported that the Kaiser is suffering from mental exhaustion, the result of extreme activity during the offensive. Ho has decided to rest, and has transferred the supreme command to von Ludeudorff.
