Von Tirpitz, speaking in Berlin, repudiated the idea of a conciliatory peace. Referring to the construction of the Channel tunnel, he sawl that it would be necessary for Germany to retain Flanders, Antwerp, Ostend and Zeebrugge, and also (o take Calais and Boulogne. Germany should not part with Flanders, and had to retain Briey ami Longwy as essential to her trade. ''We know how to impose such conditions on our enemies," he said, "as will guarantee Germany all the raw materials now lacking."
