The material that constituted more that 25 per cent of the value of the article could not- be regarded as other than enemy origin, and it should not be admitted into any part of the British dominion. The subject was one of the items in the address of Mr C. H. Hewlett at the quarterly meeting s.f the Canterbury Chamber to-day, and he stated that the London Chamber advised caution in the purchase of textile articles alleged to be of neutral
