The United Press correspondent at Moscow that tho coming Moscow conference on August 23 marks the end of the Pan-Socialists in rule in Russia and the entrance of new elements of • Conservatism, commerce and finance. The Socialists failed in their attempt to govern properly because the cities were Socialist and the country Conservative, and partly because of internal quarrels which precipitated tho July massacre, and aUo tho effort to dominate behind the scenes without as* snmirig responsibility. 31. Kcrensky'g recognition that Socialism is a failure shows his greatness of mind. No objmtvpi- of Russian affairs can fail to realise that any Socialism aspiring tii rule the world must bo different from Lho present Russian example. The Socialists themselves are disillusioned. The correspondent hoard a score of American Socialists Aay that they are through with Socialism, which must be soothing and more practical. The fears of a monarchy are nonsense. A republic is inevitable, though rumours of monarchic plots persist.
