SOLDIERS' VOTE

MAKING PROVISION FOR MEN ABROAD. Special provision for representation in Parlia-ment of the members of the Now Zealand Expeditionary Forces is made in the Prime Minister's Rill now before tho House of Representatives. The measure is entitled flip Parliamonatry Representation (Expeditionary Forres) Adjustment. Rill, and applies not only to the troops in Franco but t > the Now Zoa landers in Samoa. For the purpose of fixing the boundaries of t.be several electoral districts the number of men (exclusive of Maoris) certified as absent, from New Zealand are to bo added by the Representation Commissions to the number of men (oxohisivo of Maoris') certified as being in camps of military training in New Zealand, and the total number so ascertained shall lie allocated proportionate!v by the Repre.sp.nta.iion Commissions in such manner as they think fit lo the rural population and urban population of tho North Island and South Island respectively, and to the several electoral districts therein.
