Gunson) submitted a scheme for united action by local bodies in regard to borrowing for individual and joint requirements, so that the money may be obtained at a cheaper rate. He pointed out that j tho difficulties already experienced ' were likely to increase during the war. ! The scheme would need parliamentary approval. .
