BADGES.
(Special to the "Star.") WELLINGTON, January 12. One of the recent decisions of the Cabinet is that among tho men who will receive military badges' will be those who have attested as willing k o go to the front but who have been exempted or detained because of tho more urgent necessity of keeping them in the Dominion, either for industrial reasons, or for some particular purpose. When questioned as to how such exemj> ttons would be granted, whether at the discretion of the board to bo appointed or on the recommendation of some particular authority, both the Prime Minister and the Minister for Defence to-day stated that the whole matter would have to be thoroughly gone into and details of a system devised. It was a difficult matter to arrange, but, &aid the Prime Minister, it had been considered the proper thing to do to make some distinction between those willing and unable to serve, and tho-o who were utile but unwilling. A system would be devised without delay.
