CONSTITUTIONAL POSITION.
WHAT THE LEBER MUST DO. A Chmtehureh member of Parliament, speaking of the political position this morning, said that according to the Constitutional taw. it was necessary for members of the House of Representatives to be called together before any action was taken by the leader of either party. It was for the Governor—practically for Mr Mnssey—to say when the members should assemble. A notion of no-confidence would be moved by Sir Joseph the Governor would send for Sir Joseph. He would form a Ministry. The members would present themselves to the Governor to be sworn in. The Governor, probably, would require the new Ministry to go back to the Housa, and in order to see if it had the confidence of a majority. If it also was defeated Sir Joseph would be entitled to nsk for a dissolution and an appeal to the country.
