THE LEFT CAR.
COUNCIL'S BY-LAW UNREASONABLE. .. SAYS MR JOHNSTON. The City Council ' by-law forbidding : motor-cars to be left, unattended for more than five minutes was the subject of discussion at the Magistrate's Court to-day, when' William B. Cowlishaw (Mv Johnston) was charged with having left his car unattended tor longer than that, period. • , , , ' Mr Johnstou said that the by-law was | unreasonable. It had been, held so by j Mr Bailey in the case of medical men. It ma-do it impossible for a man to run into town in his car to do a little shop- '' ping without tin attendant. • " 111 the case of a- woman who comes in a car, to buy a "hat, for'instance,''continued JJr Johnston, " the difficulty becomes much greater. "Women are notorious for taking a long time over buying hats." Continuing, Mr Johnstou said that if the Magistrate would indicate that he thought the by-law unreason■able, a memorial might be prepared 'and sent to the City Council, which would, in all probability, consider an alteration. The motor-car bad come to stav. and many of the members ot local bodies were motorists, and would, doubtless,' 'bo prepared to take a reasonable view of the matter. . Mr Lou« Y hnnn, for the Council, said that he agreed t-liat a memorial, as proposed bv Mr Johnston, would be a proper proceeding. In the present case, however, the car had been left for a considerable timeMr Johnston said that Mr Cowlishaw was reallv an incident in the case. He himself was. as a matter of fact, appearing on behalf of the general body of .motorists, as represented, by. the Automobile Association. The Magistrate said that, it the byJnw did exist, it should, at lea«t, be limited to certain areas. It was unreasonable that it should extend be-•vond-the tram limits. ' Tho case was adjourned for a month to on aMe the' City. .Council to be approached on the matter.
