COUNCIL'S BY-LAW UNREASONABLE. .. SAYS MR JOHNSTON. The City Council ' by-law forbidding : motor-cars to be left, unattended for more than five minutes was the subject of discussion at the Magistrate's Court to-day, when' William B. Cowlishaw (Mv Johnston) was charged with having left his car unattended tor longer than that, period. • , , , ' Mr Johnstou said that the by-law was | unreasonable.
