ABOLITION OF HEREDITARY PRINCIPLE.

The Right Hon Herbert Samuel, in a speech at Eston, said that in the coming session the Government would introduce proposals for reconstituting the House of Lords, with the elimination altogether of hereditary peers, rendering the- second Chamber representative of the general opinion of the country.
