It is understood that Lord Haldane's committee uealing with the reform of the House of Lords lias concluded its work and prepared a scheme substituting an flectivo system for the Chambor A Bill will bo introduced in 1914. It is expected that the Home Rule Bill will be reintroduced toon after Parliament meets in the middle of February and be passed in accordaijco with a vigorous time-table. An interval will be allowed after the third reading, to give tho influences working for a compromise the fullest opportunity. I Sir S. 0. Buckmaster states that tie Ivoighley election was fought on Home Rule and Welsh Disestablishment. The Liberal newspapers are jubilant at tho result of the elootion. Mr Lloyd George, in a speech at tlie National Liberal Club, said that he waa not in the least disconcerted "by the results of the Reading and Linlithgow elections, in which Larkin was the most prominent feature.
