MR MASSEY ON PRIVATE ENTERPRISE. (By Telegraph—Special to the " Star.") "WELLINGTON, ■ September 9. Th e Prima Minister gave the. House an insight into his mild socialistic tendencies to-night when the "question of private utilisation of water-power resources cropped irp. "We should not look with contempt upon private enterprise," he said, " but where public utilities are concerned, if it is possible to operate them by the State or municipalities, it is the proper thing to do. If it is not possible, then the best thing is to allow private enterprise to como in." The Prime Minister accepted readily the view that the railways should be State-owned, though if the State was not prepared to make a lino it should let the local authorities or private enterprise havo a chance of doing the work. ''Parliament should fix the rates," interjected the Hon D. Buddo. . "Yes. I■ quite ' agree," replied the Prime Minister. " I don't think public companies should be allowed to exploit the public, even if they have been enterprising enough to build a railway."
