MELBOURNE CRUSADE. By Telegraph.—Prew Aasooiation.—Oopyrigihl (Received April 29, 10 a.m.) MELBOURNE, April 29. The City Council has adopted a by* law against unprotected hatpins. Tha discussion was productive of strong comments on women's present mode of dressing. One councillor declared that it ivas conducive to pneumonia and immorality. The good old petticoat had flown, and in two or three years they would have the girls walking the 6treets in tights.
