Colonel Seely. at Ilkeston, said that a group of Liberals, including Mr Barnes, M.P., Mr Crooks, M.P., and others, had recommended the State to pay the insurance contributions of employers and employees in respect to all efficient Territorials. He believed that the shortage problem was solvable on these lines. THE BUDGET. The newspaper "Statist" declares that after carefully examining Mr Lloyd George's calculations it has concluded that the expected expansion is not unduly sanguine. NEWMARKET BY-ELECTION. The candidates for the Newmarket seat in the House of Commons rendered vacant through the death of Sir Charles Rose (Liberal), are Mr George Nicholls, formerly member for North Hants (Liberal), and Sir James Deni-son-Pender (Conservative). COMMONS PROCEDURE. Mr Asquith has announced that he will appoint a Select Committee, comprising unofficial members of all parties, to inquire and report into the method of procedure in the House of Commons.
