PEKIN, January 27. Yuan-shi-kai hab telegraphed a final Warning to Kitukhtu, re'monstrating with the latter's barbarism at Kobdo and elsewhere. His troops murdered »nd looted, outstripping the most lawless robbers in China. ' Yuan-shi-kai gtated that he would not permit maltreatment of citizens without taking fiction. ;
