Lord Roberts, speaking at the banquet of the Association of Men of Kent, ■aid that/ discipline was not being instilled into the Territorials by the pre■ent training. Powers of mobilisation »nd transport were totally inadequate. As a defensive force against invasion, the force was practically useless. It was foolish to trust the defence of the country to a make-believe army, untrained, under-officered and under-man-ned. The Territorial officers should inform the Government that they wore not in a position to carry out the duties entrusted to the force and that unless they were given the manhood of the country they could not guarantee the Safety of the islands.
