I • Pcai ee, 1 ? ferring to the Labour policy, declared that the party was against immigration when there was no land to offer tho newcomer. It was now different. Ho was not sure that tho progressive land tax had done all ho had thought it would, but the Government was determined that tho land monopoly would bo removed. Dealing with the arbitration question, ho said that tho system had not yet had a fair trial. Ho uttered a Word of warning against a small section of tho trades unionists, who were striving after " syndicalism," which was a foolish and hysterical idea, and he appealed to tho workers not to let a small section attain to influence.
