REVOLT IN CHINA.
* A REAL CONSTITUTION. THE EMPEROR'S PROMISES. PEKIN, October 31. The guiding hand of Yuan Ski Kai Is apparent m the establishment of a 1-eal constitution. Le Chia Chu, a Chinese, has succeeded the Manchu president of the Assembly. Cliao Ping Chuan, also a Chinese, and the fort" most politician among Yuan Ski Kai's supporter*!, has superseded the Manchu Minister of the Interior.
Foreign troops marched round the foreign concessions at Tientsin. The demonstration was intended to impress the natives.
The Commissioner of' Customs has reoeived a letter, Bigned Hu Yen Fong, on behalf of the Revolutionary Committee, announcing that the shortly intend to seize Tientsin and Pekin, adding that they intend to abolish all Likin duties. The writer advises foreign employes in the Likin departments to obtain situations in the maritime Customs.
An edict published in .the name of the Emperor blames officials and gentry for embezzlement of the public funds. It declares that edicts frequently promulgated have not been obeyed, and that the Emperor is not allowed to hear the grumbling and see the disaster looming ahead. The whole empire is now seething in discontent Mid the people's minds are perturbed. The edict adds:—"The spirits of nine late Emperors are unable to properly enjoy the sacrifices made to them and fear the people suffer grievously. All this is our fault. We swear to oarry ©tit reforms and with our soldiers and people execute the constitution faithfully, modifying legislation, abolishing hardships and realising tho union of Manchus and Chinese."
