THE NAVY QUESTION. United Press Association—By Eleotrio Telegraph—Copyright. (Received October 31. 11.35 a,m.) VANCOUVER, October 30. The Borden Cabinet is considering a referendum on tho Navy question, and it is believed in Quebec that it will accede to this method of solving the question. The Government proposes to ask for new tenders for warships, as the original Bill asked tenders for vessels of the Bristol class, but these are now becoming obsolete.
