Renter confirms the report of an Imperial victory at Hankau. The Imperial troops are in possession and tl)e fighting is one-sided, the insurgents being merely an armed, rabble. A Pckin message says that an edict has been issued from the Throne, which apologises for past neglect and grants a Constitution and a Cabinet, excluding the Manchn nobles, and offers pardon to the rebels. The battle at Hankau lasted all day. The rebels abandoned their position commanding tho bridges, whereupon the Imperialists crossed at dark and attacked 5000 rebels entrenched a kilometre from the town. The Imperialists had ten guns, and poured in a severe shrapnel fire, while Admiral Stih'a fleet shelled the rebels from the rear, causing great slaughter. The rebels withdrew in good order and later returned reinforced, but the raking shrapnel fire compelled them to finally retire. The Rev E. Kepler, an American missionary, whilo watching the fight from tho Japanese concession, was wounded by a stray bullet. THE REBELS AT TAIYFENFIT. The Pekin Government lias been thrown into a state of consternation because the rebels at Taiyfeiifu are holding a portion of the Pekin-Hankau railway, thus cutting off the Imperialist communications. The Manchu officials are preparing for flight, and troops are preparing to defend Pokin, IMPERIAL INCENDIARIES. HANKAU IN FLAMES. (Received October 31, 1.20 p.m.) A message from Shanghai states that the Imperialists are burning Hankau.
