Where mails have to he carried by sea on routes in regard to which there is no contract between a shipowner and the Post Office, a scale of " gratuities " is adopted as the basis of payment. This scale has been revised, the following payments being authorised:—(a) On letters for delivery beyond New Zealand, per pound, 2s; (b) on printed matter for delivery beyond New Zealand, per ton £1 10s; (c) on bags or packets containing mail-matter tor dolivery within New Zealand (except within harbour limits)—(l) for steamers running daily hetwoen Wellington and LytteTton in accordance with < a regular time-table in conjunction with express trains, per cubic ton, £1 13s 6d; (2) for all other steamers, each bag or package, for each shipment, Is 4d; (d) on bags or packages for dplivery within New Zealand within limits of harbour in which post offices of despatch and receipt are situated, each bag or package, foi; each ship-* ment r 4cL
