PEACE PROPOSALS. United Press Association—By Electrio Telegraph—Copyright. (Received March 20, 8.5 a.m.) VANCOUVER, March 19. Senor Limantour, Mexican Finance Minister, is en route to Mexico, bearing peace proposals to the insurgents. It is believed that he beara proposals for a general reform of the political condition. He spent a fortnight in Now York, meeting the financiers, and it is probable that the result of the meeting will be that a new loan will be issued.
(Jose Yves Limantour is often described as the Rockefeller of Mexico. He is, however, far more prominent in public affairs than Mr J. D. Rockefeller over aspired to he, and he is virtually the head of tho great group of wealthy and influential people known as the Cientificos. It is said that in the last twenty years no man has secured a concession in Mexico who did not have the support of Limantour. Next to President Diaz he is tho most powerful man in the Republic.)
