The debate on the Declaration of London has been resumed in the House of Lords. Lord Salisbury complained of the postponement of redress for seizures until a war had terminated, as an enemy could continue to capture foodstuffs and not care a jot for the upshot. Lord Morley said the Declaration might* be open to amendment, but its rejection or postponement would cause grave disappointment and irritation abroad.

Lord Desborough withdrew his motion to appoint a Royal Commission, expressing satisfaction with the decision of the Government to take no nations into its confidence.
