Tho Peace Congress, sitting at Stockholm, in a single day's sitting, carried a resolution condemning Austria's action in the Balkans, discussed: the Finnish, Polish, Jewish and Armenian probloms, and approved of a proposal by Dr Richter, of the Sorbonne, for fixing a day in all countries in which every man and woman should place a penny in an automatic machine, registering a vote in favour of peace or war. . ■ . The first of the Universal Peace Congresses was held in Paris in 1889. bubsequent Congresses have been held m London. Rome, Berne, Chicago, Antwerp, Buda Perth, Hamburg, Glasgow, Rouen, Monaco, Boston, Lucerne, Milan, Munich and London.
