CONSTANTINOPLE, July 30.
Djavid Bey, Turkish Minister of Finance, failed to negotiate a £10,000,000 loan, the ( French Government refusing on the ground that Djavid had' not guaranteed that French industry would have a legitimate share in the orders to be paid out of tho loan.
