Colonel Akimoff, the head of a St Petersburg department, and seven other officials, have been arrested for corruption. Ten million sterling annually passed through Colonel Akimoff's hands.

A HURRICANE. ST PETERSBURG CANAL. (Received July 29, 8.45 a.m.) LONDON, July 28.
The Governor of Finland has ordered the prosecution of twenty newspapers for urging tho Diet to refuse to discuss the representation of Finland in the Duma.
A hurricane in Bessarabia killed a man, two women and two children and many cattle. The lower part of Bishinet has been inundated. St Petersburg harbour and canal have been deepened to 26ft to admit warships.
