The " Vossiche Zeitung" affirms the existence'of a tacit understanding between Britain and Germany since King Edward's visit to Cronberg, in 1908, adding that the Kaiser convinced King Edward that the German naval programme merely corresponded with the needs of commerce and defence. The "Vossiche Zeitung" mentions the possibility of the limitation of armaments when the German Navy Act lias been executed. It considers that a general conference of naval Powers is a necessary preliminary, and adds that Great Britain never proposed such. If Great Britain considers that a conference has any chance of success, Germany will certainly nob, refuse to participate.
