In tho Arbitration Bill the new definition of an industrial dispute includes a threatened or probable dispute. and includes as industries any form of domestic work. ' The president i.s empowered, to convene compulsory conference? when mediation appears desirable, and a penalty of £SOO may. he imposed for disobeying a summons to a conference, which may be held in public or in private, at the discretion of the president. Tho Court may allow an amendment of plaint before the determination of the dispute, or the subsequent proceedings of the Court may go beyond the. claim. AY hen making; the award under the new clause it may be made- mandatory, and the Court may direct preference- to unionists on the application, of any party to the -dispute. Any association of not lets than 100 employees may bo registered as an organisation. Boards of Reference may bo created.
