JUSTICES OF THE PEACE. • United Press Association—By Electiio Telegraph—Copyright. (Received July 27, 8.25 a.m.) LONDON, July 26. In the Houso of Lords, Lord Loreburn announced that in future the appointments of Justices of the Peace would be non-political. POLITICS AND THE BENCH. A Royal Commission, of which Lord James of Hereford was chairman, recommended that the Crown should continue to appoint Magistrates, with the assistance of county committees of selection. It advised that working men should be eligible. The -Commission was appointed to consider and report whether any and what .steps should be taken to facilitate the selection of the most suitable persons-to be. Justices of. the Peace, irrespective of creed and political opinion. This was a sequel to the agitation by certain Liberals against the Lord Chancellor's selection of Justices, not all of whom have been Liberals. Lord Loreburn has shown himself strongly independent m the matter. Parliament last year passed an Act abolishing the property Qualification hitherto necessary to enable a man to become a Justice of the leace for a county. AUTONOMY. THE TRUE SECRET OF IMPERIALISM. LONDON, July 26. Mr Augustine Birroll, speaiciiig at the Eighty Club, pleaded for greater self-government in Ireland, Scotland, Wales and England. Federation, he said, might ripen to admit the dominions, and. this was true Imperialism and commonsense.
