BILLS. ASSESSMENT OF PUBLICHOUSES. "United Press Association —By Electric Telegraph—Copyright. LONDON, July 26. In the House of Commons, the Finance and Civil .List: Bills were read a first time, and tho Appropriation Bill a third time. , Mr Austen Chamberlain inquired regarding Mr .Lloyd George's action in varying the assessment of public-houses in Ireland. The Finance Act prescribed the Griffiths valuation plus 20 per cent, but under an administrative order the addition will no.t exceed 5 pej- cent.
Mr Lloyd George replied that 20 per cent was merely possible as a maximum. Tho Griffiths valuation with C> per cent added represented a fair value. He added that publicans should ho treated on the same basis throughout the United Kingdom. Regulations ought to be made by Parliament, not by the Department. WARSHIPS FOR, NEW ZEALAND. Mr M'Kenna announced that tenders for destroyers for service .in New Zealand waters would.be invited in October. WOMAN SUFFRAGE. Mr Bathurst suggested a referendum with a view to preventing a long and acrimonious agitation on women's suffrage. Mr Asquith replied that tho proposal was novel, and the Government had not yet considered it.
