The. Ottawa correspondent of the "Daily News" reports that Canada is gratified at Britain permitting her to enter into direct negotiations with Washington over the tariff. Mr Emery, of the Board of Trade, and Mr Pepper, of the Bureau of Trade, are proceeding to Ottawa.
