« ANNEXATION BY BELGIUM. United Press Association — By Electxio Telegraph— Copyright. LONDON, August 22. The Congo arrangement includes the payment of two million sterling to King LeoiM>ld. The '"Times" urges the signatory Powers to insist before confirming annexation on the abolition of veiled forms of slavery and forced labour, ' It .will be" difficult to carry out Belgian promises because the natives' lands have been seized, therefore they are compelled to pay their taxes by forced labour. The Powers should also insist on the freedom of trade promised to all nations. The Congo Reform Association of the United States is urging Mr Root to insist on the introduction of freetrade ami the abolition of forced labour. ■ ■
