America's consent to the action oi the Dutch Government in Venezuela^ is confined to a blockade, and expressly excludes the military occupation of Venezuela. § , • (A cablegram received on July. 24 stated that President Castro had expelled the Dutch Minister from Venezuela, it was supposed owing to Holland's unsatisfactory reply to tne,Pr«sident's demand for more effectual vigilance over the Dutch vessels which assist revolutionaries to escape from La Guaira. It was afterwards explained that the Minister's dismissal was due to an article from his pen in a Dutch publication dealing with President Castro's dictatorial regime, which he said was leading to the decadence of Vent* zuela.) , :.:•:■-..
