While not denying the possibility of some loan for a reasonable amount for navy expansion in t&o event of circumstances : demanding it 4 City circles are unfavourable to such an operation because of the effect on consols and other good securities. Careful inquiry failed to discover the financiers alluded to in the "Telegraph's" story as offering a loan. . ' ■ (Received August 18, 11.15 p.m.) The "Daily Express" foreshadows the ultimate issue of a naval loan in instalments. The "Westminster Gazette" favours a loan that would enable the Admiralty to fix shipbuilding for four years, subject to modification if Germany modified her programme.
