THE TWO-POWER STANDARD.

Tho "Times" declares that Great Britain's foreign policy is too gravely vital to be removed from the high plane of statesmanlike guidance by an inexperienced politician. The "Standard" accuses the Right Hon D. Lloyd George (Chancellor of the Exchequer) and the Right Hon Winston Churchill (President of the Board of Trade) of assuming to take charge of foreign affairs with a view of ousting Sir Edward Grey, The N "Telegraph" Bays the Government is considering an offer by financiers to find £100,000,000 on nominal terms to meet the necessities of the fleet Avithout disorganising the annual Budgets. The offer of aid has renewed competition in naval armaments abroad, and it is intended to show a. determination to maintain the twoPower standard. The revenue would meet normal expenditure, and tho loan fund special requirements. An influential section, of the Cabinet supports tho proposal. The "Daily News" utterly discredits the naval loan report, and says that, after the speeches oil the folly of the navy scare, the. country would not tolerate any increase of taxation to meet a navy panic.
