[ Russia is trying to induce Japan to adhero to the Russian conventions with Great Britain and America for the protection of the seal fisheries. (Received August 15, 8.25 a.m.) UNEMPLOYED RELIEF. LONDON, August 14. The Local Government Board has issued a return showing that during the year ended March 90,057 persons had applied for relief under the Unemployed Workmen Act, 32,624 in Londos and 57,435 in the provinces, or 3000 more than in the previous year. The increase was principally in London, the chief depression being in the engineering, shipbuilding, iron, steel and metal trades. THE DEARTH OP CURATES. The Primate's Committee on the dearth of curates is obtaining the opinions of labour leaders and others on the suggestion to obtain curates from the i artisan class. MAIL ARRANGEMENTS. It is reported that the Cunard steamers in 1909 will use Plymouth as a mail port instead of Queenstown. !

. .The French Agricultural Department is considering a proposal for the introduction of a Government label as a guarantee of the authenticity of wines. At a cost io the producer of Id per bottle, this would yield annually about •£140,000 of revenue.
