The "Spectator" estimates fchat the new taxation required in 1909 will l>e at least sixteen million, and it will be impossible to raise this amount without jeopardising freetrade. It fears that the voters will not stick to freetrade when the tariff reformers assure them that fiscal embarrassments will altogether vanish if the country would permit the tariff experiment to bo tried.
