At the Government's dinner at the Hotel Cecil to the delegates to the Peace Conference, Mr Asquith, in proposing the toast of the "International Peace Movement," said that he did Hot expect that the youngest present febuld ccc universal disarmament. National security must hold first place in the plane of those responsible for the government. Prudent statesmanship must provide for the contingency of War. Of means of minimising the risk of international quarrels, tho first was the growth of international agreements, not alliances, for alliances were sometimes hindrances. The main thing was for the nations to know and understand irae another and suppress hereditary Antagonisms. '
