In consequence of the disaffection and mutinous spirit still existing among the Russian Guards, it has been found necessary, writes a 'Tall Mall Gazette^' correspondent, to form a special regiment, consisting only, of soldiers of whoso loyalty the officers in the remaining regiments are assured. This regiment, which will serve under the name of Czar'e Combined Infantry Regiment," will be appointed to guard the Czar and the Imperial residences. The Czar, the Czarina and the Czarevitch (who is only three years of age), recently presented a standard to the new regiment, on which occasion each of them drove a nail into the flagstaff.
