[Fkom Otjb Correspondent.] WELLINGTON, June 27. A lengthy Cabinet meeting was held to-day to uecide several matters in connection with the session. Sir Joseph Ward states that the mover and seconder of the Address have not yet been selected. The Arbitration Bill will probably be the first legislative business, and it is quite ready. The Government wishes to pass the Second Ballot Bill, but the Prime Minister will not accept an absolute majority as a substitute in view of the Queensland experience, and is against any attempt in that direction which may result in delay of electoral reform. The Financial Statement will be presented early. A short session seems certain, and it is possible that the Hospitals IJill may not reach the Statute Book this year. Monday's proceedings in connection with the opening of the House will be shorn of most of the usual ceremonial owing to the lack of accommodation.
