Mr M'Nab explains that he was misled by Mitchell when altering Clause 80. He believed at the time that he was sub-manager at Otekaike. " Thore is no need," he said, " for amending the Act. The Government has taken a lesson from Otekaike, and has dealt with other cases since, but all have adjudged on their merits. The ..considerable discretion allowed will, in future, be taken advantage of."
